Philolaus of Croton (c. 470 - c. 385 BC) was a prominant Pythagorean, probably the first Pythagorean to publish a treatise, which Plato would have access to. For more information, see "Philolaus" in the Stanford Encyclopedia of Philosophy.
The Greek here is intentionally corrupted to give a feel for Cebes' foreign Theban dialect.
